i has a felt procc chance of 1% lol this is not vanilla Like.....

However, the users report it is best used in an AoE situation.
I'm not sure how DoT ticks react. In non-AoE situations, a static ring would probably grant more overall DPS, but that ring would provide a brief period of extra burst.
Regardless, unless you have combat log evidence or something similar to breakdown the proc-rate, this is just an idle claim.

Now, I'm not sure - but perhaps on a DoT effect, the chance for the proc only occurs when the DoT is casted. The individual damage ticks may not cause the proc - you'd have to experiment - DoT an enemy - do nothing else and see if the periodic damage causes the effect.

Other situation, im on vanndar, killing marshalls and become 3 proccs in 1 minute.......

I have 2 ribgs equipped but other People can not See the cenarius ring....
I meam this Ring is little bit Buggy on this server with his Proccs and his itemslot lol

In regards to "you have no Ring in the other Slot", this seems like a separate problem. Is your client clean? Try a ***** client and see if that helps.
I can understand your frustration - I actually find procs occur more than less for me - confirmation bias perhaps.
However, if you wanted the developers to investigate this - might be a pain but you have to prove that it is in fact way too low. I'm not sure if there are any add-ons that can assist with this, or if it's a matter of exporting the combat log and figuring out the proc rate based on hundreds of casts.
But by claiming it's too low and providing no evidence to support your claim will probably result in zero changes.
